Purpose

• Add code that can explicitly manage an Ansible Tower inventory
  • This is intended to replace the use of Ansible dynamic inventories when there are many active hosts, that may cause the sync to take too long
• Adjust provisioning sequence so network name does not have to be determined before placement.
  • This is useful if the same network has different names on different clusters
