testing release for changes to metadata and qc

• added graph name, description and URL to graph spec
• added env var for output URL so that a neo4j dump URL is created for the metadata
• added output_format to graph spec so that optionally certain graphs create neo4j dumps while others dont
• implemented first pass at QC sweep which finds a list of primary knowledge sources, edge properties, and predicate counts
