This PR changes the S3 bucket from which uploaded assets are served. Previously, this was s3://tampadevs-talent-uploads (https://tampadevs-talent-uploads.s3.us-east-2.amazonaws.com). With this change, we'll use a new bucket served from https://cdn.talent.tampa.dev, allowing us to apply caching and performance optimizations to served assets via Cloudflare.
