This PR has both a script and a companion workflow to add users:
scripts/add_user.py <did_or_handle>which will add tosrc/membership.tsgithub/workflows/add_user.ymlallows you to run a workflow that adds a user and commits the change.The script (and workflow) will error out if the user doesn't exist. If the user already exists, they exit normally.
