Depends on #54

  • Adds a setup.py
    • stop requiring PYTHONPATH to be set
    • "normal python way"
    • relative imports can now be used
  • Moves directories around to make setup.py simple, and python imports short + more typical.
    • rename src => aiproxy/app: gives import aiproxy.app
    • rename lib/assessment => aiproxy/assessment: gives import aiproxy.assessment
