@juliaElastic looks like this is missing the release note for agents not being able to upgrade in Fleet server

The bugfix had a changelog, I wonder why it doesn't show up on the BC1 link above: https://github.com/elastic/fleet-server/pull/3268/files

@juliaElastic Thanks for catching the mistake in my Fleet Server changlog link! I've fixed that in the description and added in your fix for the stuck agent upgrades.
