What does this PR do?

This PR adds a plugin to support the Zilliqa blockchain and ecosystem so that developers on the Zilliqa ecosystem can use Eliza's features.

Testing

Where should a reviewer start?

Define ENABLE_ZILLIQA, EVM_PROVIDER_URL and EVM_PRIVATE_KEY.
