I'm fine with the top-level Copyright statement in the README being updated, but as I understand it, the ones in the examples shouldn't change until next time that file is modified in a copyrightable way.

Effectively, changing a four digit number doesn't grant you a Copyright extension (because Copyright expires after a period of time and this date marks when we count from), but making a new copyrightable work as a modification of an existing work, does.

Yep. No need to modify only the year. If any files are modified anyway, then the year can be changed accordingly, being a "new" piece of work.
