Update submodules for v2024.3.1 patch release

Patch release 2024.3.1

• Fix S3 handling of NULL blob.contentType values (s3: fix handling of NULL blob.contentType values central-backend#1353)
• Fix Entity hovercard overflow issue (Prevent entity data from overflowing hover card central-frontend#1115)

Also included:

• New backend database migration test patterns/infrastructure
• Tests demonstrating null content type issues (to be more thoroughly fixed in the next release)
