This pull request suggests to restore transmission web control theme from archive.

I zipped the theme folder from a previous image as the archive itself is not available anymore (v1.6.33).
Another project exists but seems older: V1.6.1  https://github.com/ronggang/transmission-web-control/releases/tag/v1.6.1-update1

Other changes are the result of linting the dockerfile.

I would understand if this PR is rejected, as the zip has no checksum control and would require a full review on a public project.
