Update setuptools for build-system to 77.0.3

Followup to #140960

Pin setuptools 77.0.3 to include some bugfixes for the PEP 639 license / license-file handling.

I explicitly didn't pin v78 just yet as that introduced a breaking change which was later reverted. Better to wait a bit longer for that and also not necessary here.
