Proposed change

Fixes a bug in Tesla Fleet that was already fixed in Teslemetry, but now that the library bumped both can use a library ENUM.

@balloob its not specifically related to a 2025.4 issue so it doesnt need to be, however there is no reason it couldn't be added to the 2025.4 release. I just didnt get to fixing it before the beta was cut.
