Fix bug in fota.c where the state pointer wasn't cast properly. Resulting in an invalid state transition.

fix ci by:
- Updating state handling in main and fota modules to avoid applying
  FMFU twice.
- Rename some states according to the new state machine.
- Remove redundant state sending in network.c
