Keys that have lifetime attribute set to PSA_KEY_LIFETIME_PERSISTENT value. Like for mesh we do here: https://github.com/zephyrproject-rtos/zephyr/blob/main/subsys/bluetooth/mesh/crypto_psa.c#L437

In case of BLE Mesh these are: application, network and device keys
