scripts: requirements: bump nrf-regtool to 9.0.0

(Separated from #21130 to avoid unnecessarily blocking manifest PRs during merge)

Added support for VPR GPIOs and a more concise output print. This version also contains a large cleanup of the package and removes several features that are not used by NCS.
