Plaid 10

Plaid 10 focus on adding some new features to close some long standing issues:

• from_module has been expanded into the more complex type LogSource
• log_back now has limits which can be set, closing a bug allowing unlimited computation
• The new GET system introduced in Plaid 9 has been slightly improved to allow static serving and some basic caching
• The system can now be compiled without Quorum support

Plaid 10 is still in testing and features will likely be stabilized in Plaid 11.
