[Tooling] Add Colorcontrol certification test to confirm StopMoveStep doesn't affect an active color loop

PR #33251 adds the latest colo control spec changes for matter 1.4.

There is no test step in the test plan or SDK to validate the following :
StopMoveStep command has no effect on an active color loop.
