This is not great API, since it relies on the callee to do the EncodeList bits properly. Better would be an API where we ask for the list entries and encode them.

Where are we doing the spec-required constraint enforcement here (e.g. that MessageID is the right length, Priority is a valid enum value, etc)? This code is not spec-compliant.
