Adds a new GitHub Action workflow called
Doc Check Links. It will setup Python, upgrade pip, install tox and run the linkchecks viatox -e docs-checklinks.Tested in fork repo: https://github.com/marcosboger/pytest/actions/runs/17279769140/job/49045434081
For now, not making any changes to linkcheck/sphinx configuration.
