This PR adds support for the new VPX card testing. This features

  • Target stores of mongo for metadata and minio (S3) for files
  • This also extends telemetry as a pytest plugin which includes a set of hooks and features to directly upload from pytest itself after tests are complete

This also fixes some minor existing issues with telemetry including missing dependencies.
