Split up docker-compose.yml so that Github actions would run

@jason-jackson Does GitHub Actions use our docker-compose.yml file? That seems like a problem going forward, because one of the "safe" assumptions about what we put in our docker-compose.yml file has been that it has zero effect on what we deploy/run in production. I'm just concerned to see that (possibly) changing, though I might have misread this (since I merely skimmed the PR's diff).
