Add unit tests for tbill transport

Description

Adding test coverage for the tbill transport of the token-balance EA (in anticipation of adding RPC grouping).

TODO: Consider moving makeStub to ea-framework-js.

Changes

1. Added makeStub which helps finding what properties need to be set on a stub object.
2. Added unit tests.

Steps to Test

yarn test packages/sources/token-balance/test/unit

Quality Assurance

• If a new adapter was made, or an existing one was modified so that its environment variables have changed, update the relevant infra-k8s configuration file.
