Update dependencies, bump to 0.10.0, fill in contributor docs #93

  • Update MSRV to 1.78
  • Clippy says use clone_from
  • Clippy says to drop the target from links where the label is the same
  • Clippy says to use a slice rather than a Vec
  • Update AWS SDK versions to latest
  • docs: Add info on updating the MSRV
  • Bump clap to 4.5
  • Bump hashbrown to 0.14.5
  • Bump http to 1.1.0
  • Bump lazy_static to 1.5
  • Bump version to 0.10.0
  • docs: Add section on creating a new release to the contributor guide.

This is the MSRV of the latest AWS SDK packages.
This required several code changes:

- response content length is now an Option<i64>.
- GetObjectError::Unhandled has been removed, you now need to inspect
  the response code.
- Client config builders require you to specify a BehaviorVersion to
  define compatibility constraints. We'll go with latest since we're not
  using too many features.
