this option is still canary-only in the 15.5.0 release

What?

Removed the note in persistent-caching that suggested experimental.turbopackPersistentCaching is released as experimental in 15.5.0.

Why?

The option is still canary-only.

How?

Removed the “version changes” notes, which were incorrect
